Hilltop is at the forefront of national efforts to find data-driven solutions to complex problems facing state policymakers as publicly funded health care systems transition to new models that reward quality and value over volume.

With access to an extensive onsite data warehouse that includes Medicare and Medicaid administrative data, hospital discharge data, nursing home assessment data, and long-term services and supports (LTSS) assessment and program participant data, Hilltop’s Technology Innovation team provides statistical programming, web applications, data visualizations and reports, and project management services to various external and internal clients for policy analysis, program evaluation, and rate setting.

 

Responsibilities:

The incumbent will play a critical role in establishing Hilltop’s position as a leading data-driven state health policy research organization. S/he will be responsible for providing business analysis support for the development of the LTSSMaryland software system and other healthcare database systems. LTSSMaryland focuses on persons with chronic conditions and disabilities. The LTSSMaryland data components include Medicaid and Medicare administrative claims files, assessment data, program enrollment, case management, and other data.

Required Minimum Qualifications:

Requires a Master’s degree with course work in public policy, administration, health disciplines, information systems, or project management. Must be able to work collaboratively on project teams and learn independently. Must have excellent verbal and written communication and interpersonal skills and be able to work with a variety of stakeholder groups.

Note: A bachelor's degree, with course work in public policy, administration, health disciplines, information systems, or project management, plus two years of experience in business analysis with some exposure to health services research, administration, and/or policy analysis, may be substituted for the master’s degree.

 

Preferred Qualifications: 

Experience with LTSSMaryland or other healthcare database systems development projects including business process and requirements documentation; reviewing system artifacts such as use cases, training manuals, change requests, and user acceptance documents; following Agile software development values and principles; project management experience; and knowledge of publicly funded health insurance programs such as Medicaid and Medicare. Certifications in business analysis, project management, or Agile a plus.
