The Hilltop Institute

The Hilltop Institute at the University of Maryland, Baltimore County (UMBC) uses a data-driven approach to inform key state and federal policymakers on health care financing and delivery system reform in Maryland and other states. Clients include the Maryland Department of Health, the Maryland Health Care Commission, the Developmental Disabilities Administration, and Health Services Cost Review Commission, as well as the federal government and Medicaid agencies in other states.
