The Hilltop Institute ( at the University of Maryland, Baltimore County (UMBC) is seeking a Director/Manager of Behavioral Health Studies. The ideal candidate will be passionate about advancing the health and wellbeing of Medicaid and uninsured enrollees through improved behavioral health care delivery and possess a proven track record in leading client engagements, developing new relationships and funding resources, managing staff, and conducting data analytics, policy analysis, and research.


The Director/Manager of Behavioral Health Studies reports to Hilltop’s Chief of Staff, serves on Hilltop’s senior management team, and will project manage Hilltop’s behavioral health portfolio. The incumbent is responsible for providing strategic vision in the area of behavioral health research and policy, leading behavioral health work consistent with Hilltop’s strategic plan, developing and managing related research and policy initiatives, and developing new partnerships, projects, and funding sources. As Hilltop’s behavioral health portfolio grows, the manager will be responsible for identifying resource needs and building a Hilltop behavioral health team. Specific duties include:

  • Identifying emerging policy issues in the fields of behavioral health and care delivery
  • Providing strategic direction for Hilltop’s work in behavioral health
  • Interfacing with external clients and stakeholders, as well as within the UMBC community
  • Conceptualizing and directing quantitative and qualitative research involving large data sets
  • Developing, securing funding for, and managing research and engaged scholarship projects with faculty partners at UMBC, UMB, and other research organizations
  • Ensuring that grants and contracts are managed responsibly and within budget
  • Building a behavioral health team for Hilltop and hiring, supervising, and mentoring staff
  • Working collaboratively with other Hilltop managers, directors, and senior management to initiate and manage research initiatives involving cross-organization teams of researchers, analysts, and programmers
  • Providing consultation to state agencies and other clients on behavioral health policy and reform
  • Communicating policy options and research findings through reports, issue briefs, peer-reviewed journals, and presentations to professional audiences
  • Providing consultation and strategic guidance as a member of Hilltop’s senior management team
  • Performing other duties as assigned
Required Minimum Qualifications:

Requires a master’s degree (Ph.D. preferred) in public policy, health economics, public health, or a related field and at least ten years of experience in health services research, administration, and/or policy analysis. Must be proficient in Microsoft Word, Excel, and PowerPoint and have excellent verbal and written communications skills.

Preferred Qualifications: 

The ideal candidate will be an experienced leader with extensive experience in behavioral health policy and research, both at the state and federal level. An established track record in organizational growth and development, building partnerships, securing research grants and contracts, managing staff, and nurturing client relationships. Ability to set priorities, multi-task, lead project teams, effectively manage resources, and complete projects on time and within budget.
