Earth & Space Research Administration (ESRA)

The Earth & Space Research Administration (ESRA) serves as a centralized shared resource to support UMBC’s Collaborative Research Centers with NASA Goddard Space Flight Center (GSFC) with administrative pre-award and post-award support.

The position will be a part of the administrative team for the Goddard Planetary Heliophysics Institute (GPHI), The Center for Research and Exploration in Space Science & Technology II (CRESST II) & The Joint Center for Earth Systems Technology (JCET), and the Goddard Earth Science Technology and Research II (GESTAR II). The Centers were formed under four distinct Cooperative Agreement awards from NASA Goddard Space Flight Center. The administrative staff that supports these centers work with UMBC staff, students, research faculty, GSFC Sponsors, appointed fellows and affiliated tenured/tenure-track faculty.

The Assistant Director will be responsible for overseeing all aspects of the administrative support for the Research Centers, ensuring operational efficiency and effectiveness to meet business and hiring goals. This position will work closely with all Center Directors and be under direct supervision of the ESRA Director.

The incumbent will: support the ESRA Director with onboarding scientific research scientists and supervising the administrative support staff; serve as second approver and reviewer for proposal submissions and foreign travel; prepare requests for reappointments; oversee and coordinate hiring processes for faculty for UMBC and through our partner institutions; address faculty/staff grievances; serve as the back-up signature authority for timesheets, domestic travel requests, expense reports, DBEs, retros and journal entries; serve as primary approver for employee and graduate student tuition remission for the Centers; ensures PMP deadlines are met for all Scientific Support Staff; reviews Centers financial and annual reports; and participate in UMBC campus-wide groups and committees. 

Required Minimum Qualifications:
  • Bachelor's Degree in Business, Accounting or a related field
  • At least five years of experience in a management administrative position
Preferred Qualifications: 
  • Established experience of evaluating, onboarding, training, supervising and motivating employees in administration
  • Strong communication (both written and verbal), leadership and time management skills
  • Knowledge of pre- and post-award management at the Department/Center level in a University environment
  • Proficient with the use of computers and software programs used in finance and business
  • Critical thinking, interpersonal and problem-solving skills
  • Strong analytical skills, detail-oriented and exceptional organizational and multitasking abilities
  • Peoplesoft and Kuali experience
