The Hilltop Institute at the University of Maryland, Baltimore County (UMBC) is seeking Quantitative Policy Analysts and Senior Quantitative Policy Analysts to join its team. Hilltop is a university-based, non-partisan research organization conducting research, policy analysis, and sophisticated data analytics to support health care financing and delivery system reform in Maryland and other states. Hilltop has a long-standing partnership with the Maryland Medicaid program and is at the forefront of national efforts to find data-driven solutions to complex problems facing state policymakers as publicly funded health care systems transition to new models of care.

These positions are integral to address Hilltop’s expanding portfolio of work and ensure our analytical capacity can support a growing client base. Quantitative Policy Analysts apply a suite of analytical methods to multiple sources of health care data, including Medicaid and Medicare claims, clinical and functional assessments, vital statistics data, and financial records. Senior Quantitative Policy Analysts bring more advanced methods to such projects and also help manage projects across the organization. Both roles help provide better health to vulnerable populations by working with multiple Maryland state agencies, foundations including the Robert Wood Johnson Foundation and the Commonwealth Fund, and research centers such as the National Institutes for Health and the National Science Foundation.

Responsibilities:

Quantitative Policy Analysts will assume a prominent role in the growth of Hilltop’s capabilities. They will be responsible for:

  • Conducting ad hoc univariate and bivariate analyses using multiple sources of health care utilization data
  • Participating in multi-disciplinary project teams that include statistical programmers, policy analysts, and research faculty
  • Assisting with implementation of multivariate program evaluation methodologies to test the effects of health care interventions on program enrollment, utilization, provider participation, and quality of care measures
  • Assisting with the development of multiple, user-interactive data visualization platforms focusing on Medicaid and Medicare eligibility and claims data
  • Conducting literature searches on programs and policies in other states, medical and public health topics, or other aspects of health services research and policy
  • Performing trend analyses using financial data
  • Writing comprehensive reports, research proposals, and peer-reviewed journal articles
  • Making presentations to public and professional audiences
  • Performing other duties as assigned

Senior Quantitative Policy Analysts will perform the tasks above as well as:

  • Leading the development and implementation of multivariate program evaluations and causal inference analyses
  • Leading multi-disciplinary project teams that include statistical programmers, policy analysts, and research faculty
  • Applying advanced quantitative methods to novel research questions, including economic optimization, linear programming, and AI/ML-based predictive modeling
Required Minimum Qualifications:

Quantitative Policy Analysts require either:

  • A Bachelor’s Degree in a related field and three years of relevant experience
  • A Master’s Degree in Economics, Statistics, Mathematics, Epidemiology, Public Policy/Health, Computer Science, Information Systems or a related field and one year of relevant experience

Senior Quantitative Policy Analysts require either:

  • A Bachelor’s Degree in a related field and seven years of relevant experience
  • A Master’s Degree in Economics, Statistics, Mathematics, Epidemiology, Public Policy/Health, Computer Science, Information Systems or a related field and five years of relevant experience
  • A PhD in Economics, Statistics, Mathematics, Epidemiology, Public Policy/Health, Computer Science, Information Systems or a related field and two years of relevant experience
  • Must be proficient in one or more data programming languages (e.g., SAS, Stata, SQL, R, Python)

All applicants must be proficient in Microsoft Word, Excel, and PowerPoint. They also must have strong analytical and effective communications skills (both verbal and written) and the ability to work in multidisciplinary project teams.

Preferred Qualifications: 

The ideal candidates for either position will possess the following professional and interpersonal competencies:

  • The ability to work with large databases and on a variety of platforms supporting quantitative analysis, predictive analytics, mathematical modeling, and/or machine learning
  • Experience with advanced statistical modeling; proficiency in one or more programming languages
  • Excellent writing skills
  • Familiarity with the health care literature
  • A knowledge of publicly funded health insurance programs such as Medicare and Medicaid
  • An interest in federal and state health policy
  • Well-honed problem-solving skills

While this position is onsite at The Hilltop Institute’s offices located on the UMBC campus, options for part-time telework/remote work are available.
