The Hilltop Institute 

The Hilltop Institute conducts research and policy analysis to support health care financing and delivery system reform in Maryland and other states. With access to an extensive onsite data repository that includes Medicaid and Medicare administrative data, hospital discharge data, nursing home assessment data, and all-payer claims data, Hilltop conducts qualitative and quantitative analysis to inform health care payment, program design, monitoring, and evaluation.

Position Overview:

The Hilltop Institute is seeking a Programmer or Senior Programmer with experience in SAS, SQL, and/or ETL applications to join its Programming Operations team. Hilltop’s Programming Operations team conducts programming to transform, standardize, and load data into a central repository and relational database. The team also maintains the Maryland Department of Health Medicaid Management Information System (MMIS)-based interactive web-based Decision Support System (DSS) and Tableau®-based DataPort to meet the reporting needs of health care policy decision-makers. Clients include the Maryland Department of Health, the Maryland Health Care Commission, the Developmental Disabilities Administration, and the Health Services Cost Review Commission, as well as the federal government and Medicaid agencies in other states.

Responsibilities:

The Programmer or Senior Programmer will develop, recommend, and execute strategies for advanced programming, statistical analysis, and automation for data processing, as well as oversee peer review processes to ensure quality output.

The successful candidate will perform tasks such as:

  • Developing and maintaining Hilltop’s Medicaid (MMIS), Medicare, LTSS assessment, nursing home assessment (federal Minimum Data Set, or MDS) data, and inpatient and outpatient hospital discharge data
  • Leading development and peer review of advanced SAS programs, including macro development, data step programming, and PROC SQL and other ETL and automated processes
  • Developing and maintaining full stack applications using modern frameworks and languages
  • Supporting the programming manager, analysts, and programmers
  • Performing other duties as assigned
Required Minimum Qualifications:

Programmer

Requires a bachelor’s degree in Cybersecurity, Data Science, Computer Science, or a closely related field with at least 5 years of professional experience in SAS, SQL, and/or ETL applications, or a master’s degree with 3 years’ experience. Must be proficient in Microsoft Word, Excel, and PowerPoint and have strong analytical and communications skills (both verbal and written).

Senior Programmer

Requires a bachelor’s degree in Cybersecurity, Data Science, Computer Science, or a closely related field with at least 7 years of professional experience in SAS, SQL, and/or ETL applications, or a master’s degree with 5 years’ experience. Must be proficient in Microsoft Word, Excel, and PowerPoint and have strong analytical and communications skills (both verbal and written).

Preferred Qualifications: 

The ideal candidate will possess the following professional and interpersonal competencies: a strong interest in working with large data sets; a knowledge of Medicare and Medicaid data sets and databases; the ability to work in multi-disciplinary teams and be flexible in a fast-paced environment; and excellent interpersonal skills.

Salary:

Salary: Programmer - $93,000 to $105,000; Senior Programmer - $118,000 to $134,000 depending on qualifications and experience.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.

The above salary range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.
