Responsibilities:

Reporting directly to the Associate Vice President of Financial Services, the incumbent will have strategic oversight of UMBC’s financial accounting operations, including development of semi-annual and annual financial statements, inventory and plant accounting, business services (accounts payable,) payroll accounting, cost accounting & analysis,  contract & grant accounting, compliance and reporting.  In addition, this position will play a major role in supporting and maintaining the University’s financial accounting system (PeopleSoft).  This includes the interfaces from various sub modules and the interface to the State of Maryland’s Financial Accounting System (R Stars) with required reconciliations.  The successful candidate will lead an office committed to improving processes and to providing outstanding service.

 

Specific duties include: 

  • Anticipating and leading change with understanding, perspectives and tools to make change seamless and effortless ensuring consistency with the requirements of the University’s and University System of Maryland’s policies and procedures
  • Overseeing the activities of the accounting department for timely and accurate maintenance of the general ledger and financial management reporting, GAAP/GASB reporting to include managing the University’s external audit and financial reporting process; monitoring and reconciling all University asset and liability accounts;
  • Developing and maintaining financial management systems, internal controls, policies and procedures based on finance and industry best practices to ensure the University assets are safeguarded and the accounts are efficiently and appropriately maintained in order to ensure accurate financial data;
  •  Supervising the activities of the business services, issuing timely and accurate payments to vendors & employees for travel reimbursements;
  • Overseeing activities of contract and grants accounting to ensure compliance and timely agency/internal reporting;
  • Directing cost accounting functions in support of the University’s Facilities & Administrative Rate calculations and negotiations;
  • Maintaining accounting control over the university’s moveable equipment inventory in conjunction with University departments;
  • And performing other duties as assigned.

 

 

Required Minimum Qualifications:

Qualified applicants will have a Bachelor’s degree in accounting or related field and a CPA, and/or a Master’s degree in finance/accounting or related field; and a minimum of seven years accounting experience.  The successful candidate will also have at least three years of experience managing employees across multiple units, and be able to demonstrate an understanding of the need to functionally improve tasks.

Preferred Qualifications: 

Preferred candidates will have current or prior working experience at a research institution, particularly at an institution that is part of a larger system that sets accounting guidelines and reporting requirements; and will possess a detailed understanding of complex automated financial systems such as PeopleSoft.
