Position Overview: |
A senior-level developer specializing in HR systems plays a pivotal role in a university’s Division of Information Technology by ensuring seamless management of complex human resources functions. UMBC currently relies on the Peoplesoft Human Capital Management (HCM) administrative system used by campus faculty, staff, and students to maintain job/position records, process payroll , record time and absence management, maintain benefits administration, and comply with employment regulations. A senior developer provides the technical expertise necessary to maintain and enhance these systems, ensuring they integrate smoothly with other institutional platforms and state agencies while also continually adapting to evolving policies and technological advancements. Their work directly supports operational efficiency, data security, and the user experience for HR staff, faculty, and student employees. Without this expertise, system functionality can suffer, leading to inefficiencies, compliance risks, and increased dependence on external contractors, which can be costly and inconsistent. Investing in a dedicated senior developer strengthens the university’s ability to manage its workforce effectively while fostering future innovation with an investment toward modern HR technologies.

Responsibilities: |
As a senior technical expert, the developer will lead the full software development lifecycle, including planning, design, configuration, implementation, testing, and ongoing maintenance. This role requires the ability to interpret customer requirements, conduct in-depth analysis, assess risks, and provide strategic recommendations to achieve optimal outcomes.
The Senior PeopleSoft Developer will own end-to-end support and enhancement of PeopleSoft HRCM—troubleshooting production issues, safeguarding data integrity, and building custom solutions using Application Designer, PeopleCode, Component Interfaces, and Integration Broker. You’ll drive patching and upgrades, lead regression testing, and partner with infrastructure teams to optimize performance and compliance. Working closely with HR stakeholders, you’ll streamline processes, configure security roles, and develop integrations via SFTP, REST APIs, and other interfaces. You’ll also craft reports with Query, SQR, and BI Publisher, perform SQL tuning, and produce technical documentation and training to ensure best practices and user adoption.

Required Minimum Qualifications: |
- Bachelor’s Degree
- Five or more years of technical experience developing and supporting PeopleSoft HCM or FSCM applications
- Five or more years of developer experience using SQR (Structured Query Report Writer) with Peoplesoft

Preferred Qualifications: |
- Experience with PeopleSoft HCM 9.0 + and following modules: Workforce Administration, Position Management, Benefits, North American Payroll, Time and Labor, and Leave Mgmt. (including configuration)
- Excellent application implementation lifecycle skills, including experience with translating business requirements into technical designs, contributing to fit/gap analysis, application configurations, and technical specifications.
- Strong SQL skills, ability to write and execute advanced SQL using Oracle database
- Experience with PeopleTools 8.5X or higher including Application Engine, PeopleCode, Application packages, and Component Interface
- Demonstrated excellence in a variety of competencies, including teamwork/collaboration, analytical thinking, communication and influencing skills, and technical expertise.
- Experience with Central Payroll Bureau, University System of Maryland, and Statewide Personnel System (SPS) Interfaces.
- Solid understanding of underlying data structures, tables, and architecture supporting Payroll module
- Experience with Peoplesoft Security & Compliance Management including but not limited to permission lists , roles, query administration, Dept. row level security
- Proven Experience with System Integration & Interface Development including SFTP File Transfers, REST APIs, and PeopleSoft Integration Broker.
- Excellent debugging techniques, and root cause analysis skills.
- Experience creating comprehensive technical documentation for PeopleSoft configurations and enhancements.
- Excellent written and advanced verbal communication skills (including exceptional listening, mentoring, and collaboration abilities)

Salary: |
Salary: $140,390 to $149,480 (depending on qualifications and experience).
The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.
The above salary range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.
