The Hilltop Institute conducts research and policy analysis to support health care financing and delivery system reform in Maryland and other states. With access to an extensive onsite data repository that includes Medicaid and Medicare administrative data, hospital discharge data, nursing home assessment data, and all-payer claims data, Hilltop conducts qualitative and quantitative analysis to inform health care payment, program design, monitoring, and evaluation.

Position Overview: |
The Hilltop Institute is seeking a Cybersecurity & Compliance Programmer to strengthen cybersecurity operations, automate quality control and compliance checks across data pipelines, and develop secure software (including generative AI analysis/tools) to ensure HIPAA-compliant handling of sensitive Medicaid, hospital discharge, and LTSS datasets. The role contributes to HITRUST readiness, documentation, and regulatory reporting (e.g., CMS), enabling secure, reliable delivery of Hilltop's analytics and BI products.

Responsibilities: |
The incumbent will be responsible for the following specific duties:
- Designing, implementing, and maintaining cybersecurity solutions for Hilltop’s data and BI products using Linux, Python, SQL, and Tableau.
- Assisting in the monitoring of HIPAA and HITRUST adherence of data storage and programming.
- Managing release processes for new and updated products using GitLab-based version control and CI/CD practices, while also documenting changes to support auditability and compliance.
- Assisting with compliance documentation and regulatory reporting (e.g., CMS) and collaborating with analysts and engineers to ensure products meet security and quality standards.
- Performing other duties as assigned.

Required Minimum Qualifications: |
- Requires a bachelor’s degree in Cybersecurity, Information Systems, Computer Science, or closely related field.
- Must have experience with HITRUST, NIST, or similar compliance frameworks.
- Strong analytical skills and attention to detail
- Proficiency with Microsoft Word, Excel, PowerPoint (or GSuite); and experience with generative AI in a production setting.

Preferred Qualifications: |
- Master’s degree in Cybersecurity, Information Systems, Computer Science, or closely related field.
The ideal candidate will also possess the following professional and interpersonal competencies:
- Experience with Python, SQL, and automation tools for compliance
- Knowledge of health data systems such as Medicaid/Medicare
- Ability to work in fast‑paced, multidisciplinary teams; and strong interpersonal skills and adaptability.

Salary: |
Salary: $53,000 - $63,000 depending on qualifications and experience.
The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.
The above salary range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.
