The Department of Human Resources and Strategic Talent Management is the campus resource center for providing professional services and information in the areas of employment, benefits, compensation and classification, training and development, payroll, employee relations, policy, administration, and human resources data management and reporting.

Position Overview:

The Payroll Analyst/Specialist will be is responsible for completing detailed payroll analysis based on payroll data for audit and compliance purposes. This position will also complete dual employment for compliance requirements, manage payroll training for campus processes and manage reporting for payroll trends.

Responsibilities:

HR/Payroll Operations
● Advising on complex payroll related transactions impacting employee and payroll data and pay while interpreting all applicable laws, regulations, USM policies, UMBC policies, and MOUs are adhered to. Review and analyze employee records and paylines in PeopleSoft for accuracy.
● Oversee and respond to campus inquires via email and RT Tickets in Payroll queues and communicating in accordance with SLAs.
● Year-end activities including overseeing the overpayment process and year-end
deadline for funds that are paid back.

Serve as Back Up For Biweekly Payroll Execution including:
● Analyze and review all payroll adjustment forms, time entry correction forms, payment forms, and payroll advance forms each pay cycle for accuracy, completeness, and timeliness.
● Review and respond to Payroll Advance requests, one pay requests, and other
production- critical transactions in accordance with SLAs.
● Run payroll processing including payroll reports; proactively identifying and resolving issues and errors during the payroll process.

Campus Payroll Process Education and Documentation
● Create Payroll deadline calendars based on the Central Payroll Bureau (CPB)
deadlines and reporting schedule including the consolidation schedule.
● Creating, evaluating, and making process enhancements for business processes in accordance with all policies and laws.
● Developing training, documentation, user guides as a campus compliance tool
● Through the analysis of data identifying trends and developing training and
refresher training to comply with processes.

Payroll Analysis and Reporting
• Conduct regular analysis of payroll data to identify trends, patterns, and anomalies.
• Analyze and interpret payroll data and provide recommendations.
• Review and reconcile payroll reports, identify and resolve any discrepancies.
• Prepare reports and present summarization of payroll data and analysis.
• Review and create payroll audit reports for accuracy.
• Assist with any external audits and examinations, including tax audits.

Required Minimum Qualifications:
  • Bachelor's degree
  • Three years of experience in payroll related functions including reporting, data validation, payroll audit reporting, and payroll execution.
  • Must have excellent written and verbal communication, interpersonal, and customer service skills.
  • Knowledge of applicable laws, regulations, policies, and guidelines.
  • Must be able to work in various work environments, including remote, with the ability to be on campus when required.
  • Advanced Excel skills including V-Look Ups, Pivot Tables, and Pivot Charts.
Preferred Qualifications: 
  • Five years of related work experience.
  • Higher education or public sector experience is preferred.
  • HRIS and PeopleSoft experience strongly preferred.

Salary:

Salary: $60,000-$68,000 depending on qualifications and experience.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.

The above salary range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.
