Position Overview:

The College of Arts, Humanities, and Social Sciences has an internal opportunity available for current UMBC employees for the Manager position of its Shared Services Center (SSC). 

The Manager has the primary responsibility for managing the day-to-day operations of the SSC and will directly supervise the SSC staff to ensure compliance with state, USM, and UMBC policies & procedures, and ensure excellent customer service to the units that are directly supported by the SSC.

As a member of the financial team in the CAHSS Dean’s Office, the Manager reports
directly to the Assistant Dean and is responsible for management of the SSC, setting goals, determining staffing needs, establishing and monitoring benchmarks for services, developing and writing up processes, and communicating/coordinating with academic and research units in the college.

Responsibilities:

The Manager has the primary responsibility for managing the day-to-day operations of the SSC and will directly supervise the SSC staff to ensure compliance with state, USM, and UMBC policies & procedures, and quality of service to the units that are directly supported by the SSC. In addition, the manager provides training and general support to other units in the College.

This is an internal opportunity.  Must be a current UMBC employee. 

The manager’s specific duties include:

  • Review and approve payroll transactions for CAHSS SSC (currently 33 units).
  • Identify and resolve payroll issues and instruct preparers on corrective action.
  • Work collaboratively with HR, Payroll, and HRIS and provide information and
    solutions on complex payroll issues.
  • Organize and monitor periodic payroll conversions (e.g., academic year or
    semester changes).
  • Position management – monitor integrity of college FTEs. Ensure positions are
    maintained and ready for use.
  • SSC planning – in consultation with the Assistant Dean and Dean, continue to
    transition departments into the SSC, establish and update processes to maintain the efficient functioning of the SSC, establish and monitor benchmarks, determine staffing needs, oversee and update RT ticket system.
  • Provide training and guidance for SSC staff, HR liaisons, and/or new payroll
    preparers and approvers.
  • Oversee the SSC website.
  • Supervise, lead & support SSC staff (currently four staff)
  • The position coordinates internal and external audits or other compliance matters relating to the CAHSS SSC.
  • The Manager will provide advice and counsel on business, fiscal, human resources, and administrative matters to the Assistant Dean. Problem resolution and responding to SSC, academic units, and central offices.
  • Ad hoc reporting
Required Minimum Qualifications:

  

  • Bachelor's degree
  • Three years of experience in higher education financial administration.
  • Must be a current UMBC employee. 

The successful candidate will need to demonstrate:

  • extensive payroll experience and knowledge of general business operations,
  • the ability to work in a fast-paced environment,
  • the ability to prioritize workflow,
  • excellent organizational, time management, communication (verbal and written), analytical, and critical thinking skills,
  • the ability to work independently, take initiative and contribute to overall process improvements,
  • strong interpersonal and communication skills,
  • proficiency in Excel,
  • the ability to work well with academic administrative personnel, Department Chairs and Directors, and Dean’s Office staff.
Preferred Qualifications: 
  • Five years of experience in higher education financial administration.
  • Experience with PeopleSoft Human Resources System, and PeopleSoft Finance
  • Experience with UMBC or USM payroll.
  • Previous supervisory experience.
  • Knowledge of staff and faculty payroll processes.

Salary:

Salary: $89,000-$100,000 depending on qualifications and experience.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.

The above salary range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.
