Business Manager - Business Operations Team

The COEIT SSC supports the college by providing services related to payroll, procurement, finance and grants administration. 

Position Overview:

This position will be a member of the College’s Shared Services Center, within the BOT Team and report to the Director of the Center.  This position will be the key point of contact for all payroll related issues and serve as an advisor to the college, departments and leadership in the college as how best to navigate payroll related issues. They will be an expert on UMBC/USM and the State’s payroll policy and procedures and liaison between the college and Payroll/HR on any issues as needed. The position will also be the primary expert for the college on procurement and travel, working with business services and university procurement to stay up-to-date on policies and procedures, and advocate to enhance/improve university/college policy and procedures.

Telework:

A hybrid telework schedule may be available. 

Responsibilities:
  • Oversee, review and approve all of the college’s payroll. Including new hires, terminations, changes to positions which impact payroll, approving time-entry, ensuring the accuracy of all of the college’s payroll, summer pay and other HR/Payroll activities.
  • Staying up-to-date on relevant policies and procedures from the state, University System, and/or University.
  • Assign payroll tasks to staff within the Business Operations unit for processing.
  • Intake requests for purchasing (non-p-card purchases) and assign to Business Operations staff for processing.
  • Review all requests and transactions for accuracy before initiating the buying/approval process to eliminate/minimize errors and reduce the number of transactions returned for correction (cutting down on cycle time).
  • Attend, participate and/or lead relevant trainings or committees related to payroll, HR or procurement on behalf of the college.
  • Develop, enhance, and maintain the college’s request tracker (RT) platform, queues and web interface

  • Ensure all configuration files are current and work-flow is operational and accurate. 
  • Develop, train, mentor staff within the Business Operations Unit.
  • Provide quarterly and annual performance reviews to staff members.
Required Minimum Qualifications:

Education Required: Bachelor’s Degree in Business, Accounting, Finance, Economics or a related field.

Experience Required: 7 years of experience in a combination of payroll and procurement related activities. And at least 3 year’s experience leading a diverse team, supporting their training and development needs.

Preferred Qualifications: 
  • Strong problem-solving and decision-making skills with a proven track record of streamlining business processes and resolving complex issues.
  • Expertise in managing payroll, accounts payable, procurement, and travel reimbursement within a large or complex organization, preferably in higher education.

  • Excellent communication and interpersonal skills, with experience advising leadership and collaborating across functional areas.

  • Familiarity with university, system, and state-level business policies and procedures; direct experience in a higher education setting is strongly preferred.

  • Experience using and customizing workflow tracking systems, including the ability to design and generate reports and partner with IT and other stakeholders to improve service delivery.

Salary:

Salary: $85,000 - $96,000 depending on qualifications and experience.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.

The above salary range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.
