The Hilltop Institute 


The Hilltop Institute at the University of Maryland, Baltimore County (UMBC) is seeking a Director of Economic and Financial Analysis. The ideal candidate will be passionate about applying sophisticated analytics and modeling to inform state health policy in order to advance the health and well being of publicly and privately insured populations. The candidate will also possess a proven track record in leading client engagements and project teams and conducting data analytics, policy analysis, and research.

The incumbent will apply knowledge of statistics and economics and principles of finance, business, and actuarial science to estimate, model, and evaluate the impact of federal and state policies on eligibility, service utilization, and costs of publicly funded health insurance programs. The incumbent will also manage rate setting for special programs, populations, and provider groups, including developing and implementing traditional and innovative payment and reimbursement methodologies. Analyses will be conducted using federal and state administrative data, provider and health plan cost reports, and national survey data as appropriate. Envisioned tasks are described below.

Trends in Enrollment and Service Utilization

  • Forecast enrollment in new and existing health care programs based on demographics, economic conditions, and historical experience.
  • Model and assess the impact of Medicaid program changes on eligibility, enrollment, service utilization, costs, and the quality of care.

Alternative Payment Models

  • Develop, implement, and monitor new provider payment models for Medicaid that incentivize desired provider behaviors and promote equity and cost-effectiveness—e.g., payment models for providers of home and community-based services for older adults and persons with physical disabilities; residential, day, and supported employment services for individuals with developmental and intellectual disabilities.
  • Develop shared savings models that encourage providers to be accountable to a patient population and invest in high quality and efficient services.

Cost Studies

  • Develop templates for cost reporting by Medicaid health plans and providers; collect, audit, and analyze cost reports to report on aggregate program costs, trends, and outliers and estimate the actual cost of providing specific services.
  • Analyze the total cost of care for individuals dually eligible for Medicare and Medicaid and estimate savings to each program from financing and delivery system reforms.
  • Analyze the total cost of care for individuals enrolled in Medicaid who receive services through the state behavioral health system.
  • Develop, administer, and analyze provider wage surveys.

Reimbursement Methodologies

  • Develop risk-adjusted reimbursement methodologies for fee-for-service and capitated benefit packages.
  • Analyze provider reimbursement rates for similar services across different Medicaid programs to recommend strategies for harmonizing payment methodologies and rates.
  • Conduct analyses of plans of service in order to recommend strategies for bundled provider payments and individual budgets for consumers.

Risk Mitigation

  • Develop strategies for risk mitigation for public and private purchasers using tools such as risk corridors, risk adjustment, and reinsurance.

Physician Fee Schedules

  • Monitor and report on state and regional trends in Medicaid versus Medicare physician fee schedules by procedure and diagnosis code.
  • Calculate the state budget impact from proposed increases/reductions to Medicaid physician fees based on a percentage of the corresponding Medicare fees.
  • Calculate supplemental physician payments under special federal or state programs (e.g., Maryland Trauma Physician Services Fund; CARES Act Provider Relief Fund).


  • Keep abreast of state and federal regulatory requirements and guidance on Medicaid payment, reimbursement, and managed care policies; communicate relevant changes and recommend substantive and procedural revisions to analytic functions.
  • Prepare issue briefs and reports for sponsors and policymakers.
  • Develop and deliver briefings to stakeholders and make recommendations to senior officials.


Required Minimum Qualifications:


The Director of Economic and Financial Analysis is a senior position requiring outstanding quantitative skills, leadership, strategic focus, management expertise, and personal initiative. The successful candidate must possess a master’s degree in economics, business administration, health care administration, mathematics/statistics, public policy, or a related discipline and at least 10 years of relevant experience.

Demonstrated Competencies

Hilltop is seeking these competencies in the successful candidate:

  • Substantive knowledge of theoretical and applied economics, actuarial science, and financial analysis and experience in applying this knowledge to health care operations and research.
  • Proven track record in applying statistics and economics and principles of finance, business, and actuarial science to estimate, model, and evaluate the impact of federal and state policies.
  • Experience with rate setting and provider reimbursement regulations and methodologies for publicly funded health insurance programs.
  • Experience with conducting research and managing health care operations using large administrative data sets.
  • A deep and comprehensive understanding of Hilltop’s core businesses and federal and state health policy.
  • Critical thinking and decision-making skills; the ability to methodically and strategically assess challenges and opportunities, make informed decisions and recommendations, and successfully implement decisions.
  • The ability to nurture and enhance relationships within the UMBC community and externally with clients, sponsors, and other stakeholders.
  • The ability to effectively communicate verbally and in writing.
  • Demonstrable experience with management of cross-disciplinary project teams and supervision and development of staff.
  • Demonstrated proficiency in Microsoft Word, PowerPoint, and Excel, including pivot tables, statistical analysis, database management, and report formatting
  • Actuarial certification and knowledge of SAS is a plus.
