Position Overview:

The Employee and Labor Relations Specialist will incumbent will function as the initial point of contact for both union & non-union employees. The incumbent should be able to analyze and interpret collective bargaining agreements, policies and handbooks to discern the interpretation of intent, spirit, and terms of contract and handbooks for the purpose of ensuring compliance and equitable enforcement. The incumbent will also maintain and update employee relations records, logs and files; uses independent judgment, and communicates effectively to resolve personnel matters and problems that have a significant impact on the overall goals of the Human Resources Department.

Telework:

A hybrid telework schedule (two days per week) may be available.

Responsibilities:

  • Conducts fact findings and investigations related to Employee/Labor Relations concerns and/or complaints and makes recommendations to the Director of Employee/Labor Relations. Represents management and prepares supervisors for 2nd Step grievance conferences.  Thoroughly explains the process and prepares documentation and/or evidence for conferences meetings.
  • In Partnership with Accessibility and Disability Services, serves as primary contact for employees regarding the Americans with Disabilities Act (ADA). Ensures appropriate processes are in place and prioritizes inquiries and accommodation requests.
  • Provides assistance to employees and supervisors by answering basic employee relations (ER) questions, explaining policies and procedures and helps to resolve concerns.
  • Reviews employee evaluations (Performance Management Plans – PMP’s) and formal counseling memos for accuracy and completeness, offering assistance to supervisors and managers on phrasing, wording, tone, etc.  Ensures that the Director of Employee/Labor Relations is notified of any PMP’s submitted with an overall rating of less than “Effective.”
  • Assists the Director of Employee/Labor Relations with Collective Bargaining matters.  Serves as a member of Management’s negotiation team in local bargaining with AFSCME and FOP.  Serves as a member of the Labor Management Committee (LMC).  Takes detailed and effective notes during all meetings.  Maintains a positive working relationship with Union representatives.
  • Reviews personnel files,copying personnel files and documents, adding documents (i.e. counseling memos, etc.) to the official personnel files, and updating and maintaining the case management system. Maintains and updates the Probation log along with sending notifications to supervisors when an employee’s probationary period is about to expire.
  • Performs other duties as assigned

Required Minimum Qualifications:

  • Bachelor’s degree required
  • At least three years of experience in Human Resources or related field.
  • Strong listening, counseling and interpersonal skills
  • Proficient in MS Word, Excel and PowerPoint  

Preferred Qualifications: 

  • Two years of employee relations experience 
  • Knowledge of ADA and employment laws
  • Experience with collective bargaining
