Department:

UMBC Transit provides extensive fixed route bus service to the UMBC campus and surrounding communities. Primary locations serviced include: Technology Research Center (TRC), UMBC South Campus - BWtech South, Freshmen satellite parking lot, BWI MARC/Amtrak train station, Halethorpe MARC train station, downtown Arbutus, Catonsville, Baltimore Inner Harbor and more. This service extends to weekends with additional access to Route 40 (Baltimore National Pike) business district (Wal-Mart, international grocery markets, various shopping centers) and Arundel Mills Mall. 

Position Overview:

Reporting to the Associate Director of Transit in the Division of Student Affairs, the Assistant Director for Safety & Training will oversee UMBC Transit's Safety and Training Program for all drivers including new student bus operators, and provide programmatic instruction for the current driving staff to ensure consistent adherence to UMBC Transit policies and procedures.

Responsibilities:

Supervises the safety program for UMBC Transit and ensures compliance with federal, state, and local regulations and company policy. Responsibilities include all or most of those listed below.


Our Safety Director is responsible for:

  • Administers driver hiring and compliance process (e.g., interviewing and driver selection; collecting applications; criminal background checks; credit reports; drug/alcohol testing; fingerprint checks; DOT physicals; TB Skin tests; motor vehicle records checks; I-9 forms).
  • Provides direction and guidance to location trainers. Provide input into the contents of classroom training to ensure compliance. Teaches classes as required. Schedules and conducts re-cert and re-training.
  • Investigate incidents, accidents, and work-related injuries, including accident investigation, accident reports, accident files, and accident register, and follow up with the claims office and adjusters as necessary. Typically, fault or preventability is determined based on the facts identified at the scene. Provides post-accident counseling with drivers—Retrains drivers as necessary.
  • Prepares and submits accident-related compliance forms, maintains files, enters in DMO, or otherwise submits data to the appropriate person or organization.
  • Plans, schedules, and conducts monthly safety meetings based on region and company safety and safety training goals and objectives.
  • Assists and participates in Safety Action Team meetings.
  • Set up regular accident review committees to determine the preventability of accidents.
  • Responds to drivers' appeals.
  • Provides assistance and training to drivers and attendants on passenger management and other safety-related issues.
  • Performs driver road checks of driver performance (e.g., pre-trip checks-lot-to-school and back; post-trip checks).
  • Provide various reports and analyses, including safety trends. Develop cost-saving recommendations. Perform other duties and projects as assigned.
  • Other responsibilities as required or requested
  • Five years of Operations experience (includes all roles within operations, starting with the driver role).
Required Minimum Qualifications:

Education Required

  • Bachelor's Degree (may substitute experience for education)

Note: Additional related experience in which one has gained the knowledge, skills and abilities required may be substituted for the education requirement on a year-for-year basis with one year of experience being equivalent to 30 college credits.

Experience Required

  • Two years experience in the transit/transportation industry, preferably as a CDL trainer, including implementing safety management program.
  • Familiar with DOT policies, OSHA and EPA standards and ADA requirements.
  • Must be proficient with Microsoft Office and possess excellent customer service skills.
  • Excellent time management skills with the ability to prioritize.
  • Must be patient and have the ability to take control when necessary.
  • Must possess the ability to perform and instruct on pre/post trip inspections, conduct accident investigations and safety audits

Licensure/Certifications Required

  • Candidate must have a Maryland Commercial Class B Driver’s License with Air Brake and Passenger Endorsement

This position requires flexibility in a revolving work schedule, including some days, nights, and weekends in order to accommodate training, routes and other requirements.

Preferred Qualifications: 

Education Preferred

  • Bachelor's degree in a relevant field such as transportation management, occupational health and safety, industrial engineering, or a related discipline is preferred.

Experience Preferred

  • Three years or more of related experience preferred
  • Significant experience in transportation safety and training is essential for this role. Preferred candidates must have several years of experience in safety management, preferably in the transportation industry including, but not limited to, experience in roles such as safety coordinator, safety manager, or safety trainer.

Licensure/Certification Preferred

  • Possession of relevant certifications related to transportation safety and training is highly desirable. Examples of relevant certifications: 
    • Certified Safety Professional (CSP)
    • Certified Director of Safety (CDS)
    • Certified Transportation Safety Professional (CTSP)
    • Certified Safety and Health Official (CSHO)

Salary:

Salary: $75,500- $85,000 depending on qualifications and experience.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.

The above salary range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.
